The Singapore National Co-operative Federation (SNCF) is deeply saddened with the sudden passing of our Chairman Kwek Kok Kwong or KK, as he was fondly known among us, on 14 November. With a heavy heart, SNCF pays tribute to the committed and sharp mind KK.

KK was a thoughtful and passionate advocate of the co-operative movement. Since becoming SNCF Chairman in September 2016, he had played a significant role in the development and strengthening of the co-operative movement in Singapore. He tirelessly advocated for greater collaboration among co-operatives, and for youth engagement.

KK firmly believed that the co-operative movement is a force of do well and do good. Under his leadership, SNCF relentlessly advocated for greater collaboration among co-operatives and with other partners in areas like supporting the silver generation and engaging people to “make a difference” in all we do. Equally important to KK was staying forward-looking and ensuring that the young talent of tomorrow embrace the co-operative’s unique model of business. KK recognised that many businesses including co-operatives had been adversely affected by the COVID-19 pandemic. He thus led SNCF to work with the Registry of Co-operative Societies to come up with measures to help co-operatives better respond to the challenges.

As a member of the International Co-operative Alliance (ICA) Global Board and ICA-Asia Pacific Board, KK had actively forged closer relations and strengthened ties between Singapore’s co-operative movement and regional and international co-operatives. KK firmly believed that in today’s globalised world, where businesses thrive because of cross-border collaboration, co-operatives should co-operate across borders to grow bigger and stronger. His passing was mourned by all in the international co-operative movement with many remembering him as a person with strong commitment, and a sense of utmost responsibility towards the global co-operative movement.

To this purpose and as a strong advocate of learning, SNCF under his leadership hosted and organised many exchanges with co-operative leaders from countries such as Iran, South Korea, India, and Malaysia. His passing was mourned by people in the international co-operative movement with many remembering him as a person with strong commitment, and a sense of utmost responsibility towards the global co-operative movement as seen from the outpouring of condolence and tribute for KK.

KK will be warmly remembered for his contributions to the co-operative movement.

Received the baton of SNCF Chairmanship from Chan Tee Seng on 15 September 2016.
Elected to the International Co-operative Alliance (ICA) – Asia Pacific Board in November 2016.
Hosted Minister of Culture, Community and Youth Ms Grace Fu at 2017 SNCF New Year Reception.
Launched SCOOP Trail 2017, a tech-based Amazing Race-styled event, for the youth.
Second Singaporean to be elected to the ICA Global Board in November 2017.
Singapore hosted the first ever World Credit Union Conference in Southeast Asia in July 2018.
Witnessing the signing of MoU between NTUC LearningHub Co-operative and AUPE Credit Co-operative in April 2019.
Hosted ICA President Dr Ariel Guarco and delegation during their visit to Singapore in July 2019.


Sharing how digital vortex would destruct the traditional businesses, and how Industry 4.0 would see humans working alongside robots especially in selected fields like artificial intelligence, robotics, Internet-of-Things and sensors, cloud computing and blockchain at SNCF Annual Co-operative Leaders’ Conference in April 2019.


Over 26,000 members of the public visited the four Bicentennial events held from September 2018 and October 2019 and learnt about Singapore’s diverse co-operative movement and its impact to Singapore’s growth and progress.


Mooted the idea of Creathon, the first of its kind co-operative business challenge for youth that centred on addressing social issues and creating social impact and launched it in January 2020.


Ushering in the New Year at the Asian Civilisation Museum with affiliates on 9 January 2020 prior to COVID-19 pandemic.

SNCF is the apex body of Singapore’s Co-operative Movement, and secretariat of the Central Co-operative Fund (CCF). Formed in 1980 with the aim of championing Singapore’s Co-operative Movement, the apex body represents majority of co-operative members in Singapore through its affiliated co-operatives.
